The purpose of this study is to conduct a pilot survey of a web-based program developed to improve the knowledge and skills of public health nurses necessary for local healthcare planning, in order to obtain opinions on issues related to improving the program and conducting research.

Results
Sixteen patients were enrolled in the study, 12 completed the baseline survey, and four completed the final survey. As a result of the intervention, the intervention group increased from 24.75 to 26 points on the scale of measuring the competences of public health nurses in public health policy in Japanese administrative agencies. Additionally, the knowledge, skills, and attitudes necessary for a local healthcare planning increased from 45.0 to 56.75 points.
